Which do you prefer: government agencies
that operate with monies collected by their activities (self-funded), or
government agencies that operate with monies given to them by Congress
(appropriation-funded)? Self-funding means that an agency is responsible for
collecting enough money from fees, fines, and charges to cover their entire
budgets. Whereas, appropriation-funded means that an agency is responsible for
operating within the budgets prescribed by the Congress.
Is one way more accountable than
the other?
Does one way provide less
incentive to be coercive than the other?
Does one way protect personal
liberty more than the other?
